I like to know how I would find out if the overseas consulate office have recieved the case forwarded by NVC. And, I would like to also know how I would be able to obtain packet 3 for k-3 by email. Thank you!

Well if you have the embassy's email, you can confirm it that way. When you do email the embassy always be sure to include your case# not your receipt#

Receiving packet 3 by email- I don't think so. You can always dowload the forms yourself.

You have your consulate case number, right? Not sure what the code is for Cambodia, but I'm guessing your case number starts PHP2007...(if not PHP, it will be another 3 letters designating the consulate you are going through). If you have it, call the Department of State on (202) 663 1225, and then press 1 and then 0 to speak to a visa specialist. Give them the case number, and they will tell you if it has been received yet, has been input into the system, etc. They are very friendly and helpful, and it only costs the price of a phone call to Washington DC.

Can't tell you about the packet 3, unfortunately. You might ask the DoS people for advice when you call.
