K1 changed from non immigrant to immigrant

Timeline

So our K1 was under AP for a month. Two weeks ago got an email to bring the passport and the status changed to non immigrant application received. Two days ago it changed back to refused and immigrant visa. They have the passport. The embassy is Tbilisi Georgia. Any idea why it changed back to immigrant visa?

Timeline

K-1 visas are legally dual intent non immigrant visas.  To varying degrees, embassies process K-1 visa applications as immigrant visas.  For example, unlike some other dual intent non immigrant visas, it is expected a K-1 will immigrate, and some COs will explicitly ask K-1s if they intend to immigrate to the US. 
 

There is nothing to be alarmed about.   You will not be issued a CR-1 / IR-1.

K-1 visas are processed by the immigrant visa section of the consulate.  This is normal.   It is not an error.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..
