The K1 will come first, but sure you can file the I130 for an eventual F4 in 15 plus years, and the boyfriend can file the I129F.  Your sister will not actually be applying for both visas at the same time.

 

Just a note, if they are planning on getting married, they should also research getting married now and filing for a spousal visa instead of a K1.

she does not actually apply for the visa till she has to do ds 160 or ds 260  much later

 

depending on the country she is in a K1 can be hard to be approved

and CR1 is better

 

a sibling visa is a long wait

Thanks so much for the detailed information. She got denied on her tour visa. Should they get married in her country since she probably not able to come to the states on your visa to meet with him?

There are many options, they could marry in her home country, they can do the online Utah Zoom wedding (but he cannot file for the spousal visa until after they subsequently meet in person), or they could go to a third country.

What is CR1 visa? She was worried about her boyfriend will think that she will marry him because of the visa, so she wants me to apply her as F4. But, I know F4 does take more than 15 years. And I feel like to waste money to apply both visa if the K1 will come first.

CR1 is a spousal visa when the spouses have been married less than 2 years.  A spousal visa is usually referred to as an IR1, but that only applies if they are married more than 2 years at the time the foreign spouse enters the US using the spousal visa.

it is obvious she wants to come to the US 

so,  she and he need to discuss this openly 

Basically the bene(intending immigrant) does use the USC (us citizen) for a visa as that's just the way its done and they would not get the green card otherwise

 

but there is a difference between applying for a loved one or the loved one applying for you or   being "used" to get  a green card

so,  she needs to get to know him with quality time spent together and the 2 of them need to make sure this is a positive relationship for them both

 

BTW if he does the K1 ,  he may feel used later down the road with the expense of the AOS of $1225 after a US marriage and having to completely support her for the year or longer while she has to wait to get EAD card to work

 

That''s why CR1 spouse visa is better ( the immigrant is able to work upon entry to the US)

Yes, they are fall in love together. But she just has a higher esteem that does not want him to feel like to depend on him, especially his mom might feel like she marry him because of the visa. So she wants to try otherwise to come to the US first. But when I apply for her, it will take more than 15 years. But she feels like if I apply for her first, later he apply K1 or spousal visa, it will not make her to feel like to depend only on him. I did ask her to talk with him openly, but she said she will think about it.
