Understanding the Visa Bulletin for children of LPRs older than 21

Relative wants to sponsor a child who is not married, but older than 21.  This means, AFAIK, the F2B category.

The July 2022 visa bulletin says 22SEP15.  Does that mean that the processing time (i.e. How long before the child can "go to America") is (2022-2015 = 7) roughly 8 years or so (7 + 1 for nvc stuff)?

Assuming son /daughter of LPR given forum it is posted in

You have the wait time generally correct but not the reasoning behind it. The date you see is the current priority date, the earliest date for which a visa is available to someone in F2B. Uscis and NVC processing are generally completed well before the priority date is current (they will usually be called to file docs and pay fees 6-12 months before the date is current).. The current priority date is based on the number of beneficiaries in the queue in this category vs the annual quota for the category. Generally, the queue has gotten longer over time so it may be longer to wait for someone filing now, than it was for someone who filed 8 years ago. Note that some embassies take longer than others to schedule interviews once the priority date is current.
