Bit below the belt IMO. You aren’t a CO so not sure of your procrastination as to why you are surprised CO kept the passport and didn’t deny their case? Nor not sure if you know of dynamics of their case? I understand scrutiny of high fraud country and age gap but plenty surpass that scrutiny I’m sure. Culture isn’t a one size fits all. 
 

I had no issues ever from my case (UK) but never casted such strong opinions. Good luck OP!

The problem is, 24 year old men in your culture do not date or marry 53 year olds (the age of their mothers), and 53 year old American women certainly do not date 24 year old guys.

 

If the green card was not on the table, would you be okay with her moving to Algeria permanently to marry you and become part of your family?

No.  The denial is because they don't believe it is a bonafide marriage, but a green card marriage.

Senior Master Sergeant, US Air Force- Retired (after 20+ years)- Missile Systems Maintenance & Titan 2 ICBM Launch Crew Duty (200+ Alert tours)

Registered Nurse- Retired- I practiced in the areas of Labor & Delivery, Home Health, Adolescent Psych, & Adult Psych.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I should have added what happened to a Moroccan (not a VJ member)

his wife applied for the CR1 visa

he interviewed and they kept his passport for 10 months

he thought he would be approved

but what the embassy did with the passport was check the travel history

the man had worked in UAE for over a year

he had not disclosed this on the Ds 260

so,  good reason to deny without the CO judging the relationship

its just a way the CO can do additional  security checks

Then she needs to be ready to marry and go thru the spouse visa process 

spend quality time with u

and pray the CO approves the CR1

the CO can still deny that petition also 

INfo from me

K1 2009 denied

married and filed CR1 in 2010

CR1 denied

appealed the decision and won (over a year later)

appeal said marriage bona fida and i could reapply

so, i did and it was finally approved 

to get the spouse visa approved i had to file joint taxes getting his ITIN 

and with this ITIN and a POA ,   add him to checking account

and do  add him to deed to my house

to basically show we were combining assets

 

That's what the USC needs to know as its going to be a long drawn out process for this 29 year age gap

Exactly.  That is why the USC in this situation needs to evaluate whether the 24 year old OP would actually want to marry her if there is no green card on offer......
