Just wanted to inquire to see if anyone knows if the below Trump-era policy memorandum (allowing for rejection of an application without an RFE) is still in effect or has been reversed under the new administration?

We have one document for my parent's-in-law case that is a bit different than what is required on the USCIS website (the translation and notarization was done in the US rather than China). Due to Covid restrictions, getting things notarized in China has been a nightmare--if the worst we have to worry about is an RFE I think we will just submit the application and see what they say, as I am thinking they understand the difficulties at present, and the document is still an official one; if a rejection is possible, we may wait for notarization to become easier again in China. (we earlier had 3/4 documents notarized the way they want, at the gongzhengchu; just this one that was translated/notarized in the US).
