AOS interview date past 2-year of marriage

NO -- it is not dependent on the interviewing officer.  It is based on law.  Again, an applicant for marriage-based AOS will get a 10-yr GC if their AOS approval date is after 2 years from wedding date.  Other posters have already provided official gov links above regarding this policy.
