Grounds for expedite of petition - Overseas Spouse and petitioner in high risk country

I am currently a US Citizen living and working in Venezuela with my spouse.  The US Embassy has posted that Venezuela has a LEVEL 4 - DO NOT TRAVEL alert due to:

Widespread violent or organized crime, Terrorist attacks have occurred, There is civil unrest, Health risks are present due to lack of medical infrastructure, There is kidnapping and hostage taking, and other risks.

This alert has been reissued most recently May 19, 2022.

 

After living here for awhile, we now feel quite unsafe, targeted for frequent police pull overs and at risk living here as foreign citizens.  While I have tried to find jobs in other countries, at this time, as an expat it is not possible. I could very easily get a job or a job offer in the US as a US Citizen within a week or two without any problem.  

 

I would like to request an expedite request while my  I-130 case is waiting. I have received an NOA 1 but no NOA 2.  

 

What is everyone's feedback on our chances of getting an expedite approved. Does anyone have any advise or experiences they could share?

You as a USC can move back to the US without need for a visa, so no grounds for expedite there.  As for expedite on the basis of the danger to your spouse, the challenge is convincing USCIS why your spouse is in more danger than all the other spouses of USCs also living in Venezuela and waiting for petition approval.  No harm in sending the expedite request anyway.  The worst that could happen as far as the petition is concerned is that your expedite will be denied and the petition processed normally.

Timeline

Venezuela has had the warnings to not travel there for over a decade so probably an expedited request will not go far 

but nothing is lost in trying

 

Personally, I’d like to  see the Angel Falls and hike Roraima  but i opted out of doing this back in 2009 and went instead to the galapos islands

I think the only country wide expedite is Ukraine. Not even Afghanistan.
