Yeah I get that. But obviously I want to do it in the U.S, my girlfriend lives there, would be a great opportunity. But I guess I messed  up

It’s not ulterior. Obviously it made the decision much easier. But what is wrong with thinking like that? I don’t see anything

Apply for K1. Or get married and apply for a CR1.

They think you are trying to circumvent waiting times to get to the US.

This is the US system. It sucks if there is no immigrant intent. But we have to work within the law.

OP, don't bother applying again anytime soon for a non immigrant visa as you will be denied. I know someone who got approved on their second attempt but they were a genuine student and had been accepted into one of the top grad schools, IOs concern for the first denial was specifically related to the school. to have any chance of a non immigrant visa in the future you need a big change in circumstances not desperation, maybe pursue further studies and try to build a good career for yourself in your home country first. Once you have the strong and credible ties maybe you could try again in a couple of years.

Alright.

 

Still, one more. Just out of curiosity. I mailed my visa application the embassy initially, as there’s an interview waiver. Then 2 weeks later I got an email saying visa priority 221 which is administrative processing & they asked me to schedule in person appointment. Why did they want me to do that if the case is so clear from what I am reading here ? 
Also, why did that homeland officer tell me to just apply for a visa like f-1 because the incident won’t affect that application at all?

You get an interview waiver if your case had been clearly approvable, no doubt they picked up on your past and hence the interview.

CBP does not issue visas.  Visas are issued ONLY by and at the discretion of  The Department of State.  What CBP suggested was actually outside his/her area.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

As a former F1, H1, permanent resident and now citizen I’ll say forget it. Your ship already sailed. In a few years when you’re graduated and working in good position, apply for a visa.
