USCIS return my application

Timeline

Hello everyone i need help 

I sent my i-130 to USCIS and now they return my application back with letter notice " This office is unable to accept and process the correspondance, information, or remittance that you sumitted" so i really don't know reason that they can not accept my application. Please note that all form that I submit are I-130, I-130a, G-1145, and form I-864.

Where did you send your application to? The Phoenix or Chicago dropbox or to the local USCIS office?

Why did you send an I-864?  It sounds like you sent it to the wrong location.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Thank you for your responding I have figure out because of the package i sent was damage and open that why they return it back to me.
