That's a good question. Why would a request be denied? I included the evidence they stated as being needed to prove her citizenship in France.

You're sort of answering your question...

Reason is we left Taiwan and our now in her home country of France. 

According to the rejection email,

·           (removed) country of residence (the address and proof of residency must be submitted.)

The requested country either does not fall into one of the above categories or insufficient proof of eligibility has been furnished to enable processing in that country.

 

You may resubmit your request with proof of eligibility to the National Visa Center if you wish to process at the requested U.S. Embassy/Consulate General.  Possible proof includes the following: a copy of a government issued document such as birth certificate, valid passport, valid work visa, identity card or landed immigrant card.

But we included her passport. 

According to the lady on the phone at NVC just now, it was because I didn't print, sign, and scan my request to change interview location. If anyone can find guidance that indicates printing, signing, and scanning is necessary, then I'll be your best friend. She honestly sounded like she didn't know and was blowing smoke. 

Just looking for more accounts of people doing this, that's all.

No, no source just reporting what you wrote in your post. 

I should have written "NVC told OP he didn't submit all the required documentation 🙄" (but read the post I shared the denial states he needs to provide the very document he submitted)

Thanks! That's EXACTLY what we did. No mention of printed, signed, and scanned request.

Right, but I think the lady was making it up as she went. 

At first she told me it might be b/c the picture of the passport was too big, too many megabytes. Guess what? The site won't let you upload it if it's too big.

You might want to request a Tier 2 officer... or a call back? I don't know. I'm not sure if NVC has workers who are above the people you chat to when you first call. 

Maybe you can force a decision if you talk to the right person? Because I really do think you haven't done anything wrong.

Thanks. Can you tell me more about requesting a Tier 2 officer? 

I can try to call back on Monday, but for now, I won't get through and busy the rest of the week.

Oh bummer! I would send the request again through that webpage, and (if you haven't done so) explain what the lady told you. By any chance did she provide any identification, such as an ID number, etc, that you can include in that message?

Also, I would email NVC and the two embassies involved in this. Hopefully someone will pick it up!

That's what I'm going to do. Also, my Senator said he would submit the expedite request (that I was waiting on interview location change first) on my behalf so I'm just going to ask him to do both. 

No identifying information from the lady. 

The only good thing is that she recommended that I submit the location change AND expedite change request together through the expedite email.

Word of advice from now on: every time you call USCIS or NVC... write down any identifying info. I don't know if it does anything, but it gives you a sense of power when you say "agent xxxx said this" haha

Last time (couple of years ago) i asked for change of Consulate for my wife, I sent an email to NVCINQUIRY@state.gov.

 

In the body, i detailed out why i am requesting the change (like my wife has moved back to her home country on this day and such). I attached scans of her passport bio page, travel itinerary, passport stamps confirming her move. 

 

May be try emailing it.
