Do I need an Apostille for my document from Ukraine?

Good morning,

 

Filling up I-130 for my dad. I was missing dates of marriage and divorce for my parents and marriage/divorce certificate for them. Today I received a record excerpt from Ukrainian vital records office (витяг з державного реєстру) with dates. My concern that it is on a piece of A4 paper with a wet stamp from vital records office and doesn't look that official. Do I need to do a notary stamp and an Apostille in Ukraine for that document for my I-130 form?

Actually, I have a clarifying question: Do I need a double Apostille? I talked to the firm in Ukraine right now, they told me that they do Apostille first then translation, then by hand they write "I certify that this translation is true and print their name" in English and then they stamp it with the stamp that is in Ukrainian and not English.

Do I need Apostille on the paper that certify that translation is true if the stamp is in Ukrainian and not in English?

 

This is so confusing. Did anybody translation documents from Ukraine? How does it work?
