It sounds like the officer during the interview is the only one who could make the call to waive. This situation is so beyond extraordinary I have no idea why they wouldn’t waive it. Nonetheless, you can try contacting Frankfurt directly, state your case very specifically (I.e., detail your hardships) and ask what to do.

 

When is your interview? I think the worst they could do is just temporarily refuse the visa and ask you to get the papers. And they’d never make you go back to Russia, because it sounds like this must be done on the territory of Ukraine, so at least that’s positive. 
 

Sorry we don’t have more definitive answers. I had just thought about Crimea a few weeks ago and searched it out of curiosity and found nothing more. It would be really helpful if we could easily find Crimea applicants here in VJ but I don’t think we can search for that...?

There was one person (Russian) who was from Crimea, unfortunately cannot remember the username. But since he was a Russian citizen, I guess he was not in the same boat? It was some years ago, so hard to say.

I 'm both Ukrainian and Rusdian citizen. But Crimea is consulate district og the Embassy in Ukraine. So befote this I would go to Kiyv for my interview and get the police certificate there or using Trsnslation Agencies. There were seversl even in Crimea who provided this service. I knew a girl but she from Sebastopol but she moved to US at the end of 2020. So she had any problems. One more problem I will not be able to go to Frankfurt because I have only Rusdian international passport. I can't get Ukrainian one so I can to to Germany because of war. And I can't get Schengen visa becsuse Crimea is ahsin consulste district of the EU Embassirs in Ukraine. That's one more problem that stress me out more! My fiance and I emailed to NVC but still no reply!

One more problem I will not be able to go to Frankfurt because I have only Rusdian international passport. I can't get Ukrainian one so I can to to Germany because of war. That would be my husband, we contacted a lawyer to get his, I think we paid him about $100 or so. I am not 100% sure if this is current information, but it was as of April 2018.  (Posting is signature via the emails). My husband was able to use him to get his Police certificate for Ukraine for when he lived in Moscow. He is a native born from Crimea, so I know the BS you are having to deal with. He's Ukraine passport is expired and he does have a Russian Passport as well. (only came across this post since I'm seeing there were any updates for Ukrainians getting their Police certificates. I guess for now its a written letter saying we aren't able to get it, signed and dated by us =\Trying to get my step daughter moved over here still.... sigh. Immigration can you know what in the you know what.) I don't know if anything I'm posting below helps you out, I do hope by now you have gotten some type of answers.

NOA2: June 28th 2018, new website. Old website: July 17th sent to DOS (finally appeared July 29th, after 206 days after petition sent and stating not found) Emails & texts: nothing. Hard Copy states NoA2 is June 27, 2018.

NOA2: Hard copy: July 2nd 2018

Sent to DOS: New Website: July 18th 2018. Old website July 17th (Case number was finally found after 206 days of submitting petition, appeared on July 29th.)

Received NVC: July 24th 2018, per calling NVC option 5.

Nov 30th They sent us an email for a physical copy.

Dec 3rd Submitted. Dec 4th They received.

Dec 7th, 14th,18th, 19th, 20th case was touched.

Dec 21st ready for Pick up. Dec 23rd pick up passport with no visa.  Was told due to holidays they resent passport incase Husband needed it, and to return it back on Jan 9th.

Jan 15th, sent off passport back to Embassy, Jan 16th case updated and received passport. 
Jan 24th case touched. Feb 1st sent email asking if they needed anything from us, replied Feb 5th stating still going thru AP, no change on website. Feb 13th, case was touched. March 5th sent email (not by travel docs) asking what we are waiting on, received auto email, unsure if case touched was touch per auto email.
March 5th, 7th case was touched. Also UStraveldocs passport states "There is no status update available for the passport number submitted"

March 15 Sent message via ustraveldocs about what's going on etc etc.
March 19: reply from Embassy Stating we have been approved and should get visa in 1-2 business days! 

March 20th: Issued!!!!! ViH: March 21st.
POE: Aiming for April 26th.

Thank you very much for your reply. The situation is quite different now because of war. I could easily get the certificate before this. But situation can change every day! Is your step daugther is still in Crimea?

She was in the mainland Ukraine when the attacks started and fleed to Poland a week later. She is currently there and is hating every moment of it. Trying to see what valid reasons we can get her case expedited, besides she is a minor and a bit of a fear that she could be kidnapped. But tensions are running high for her mom and friends. I'm unsure how much of the changes are, I just know it was a bit of a headache to do his paperwork, I just placed USSR on his documents to just match what his birth certificate said and let the US government deal with it. His 2 year green card got Ukraine written on it and the IO at his ROC interview changed it to USSR. I just flat out tell my husband to just go off of what the government documents say.

My husband has a friend that is stuck in Kharkiv that is trying to see if he can help us with getting my stepdaughter's police certificates just incase NVC demands them. Its so sad, this friend had just visited us and went back home only a few weeks later to have the attacks start and now he can't leave with his family. He is alive and doing as best as he can with what he has.

I believe if she is under 16yo, she will not need certificate. And if they lived in the mainlad Ukraine they shoukd have ID to use government website to get the certificate online. The US government accepts it for now. You can expedite her case due to the war. A lot of Ukrainians got their cases expedited already. And there is a programm called Unites for Ukraine. It helps to get Ukrainians to US for 2years.
