Confused on emails from usa travel docs

Not sure what these emails mean.  I requested a transfer of my k-1 case from Frankfurt to Bucharest.  yes, i know that I or she must reside in Romania for this to happen but I applied anyway.  Here is the first email response.

Hi

I am a US citizen and my beneficiary is Ukrainian. We recently rented a house for she and her family just across the border from Romania (Chernivitsi) so that they could get away from Kyiv. She and I filed a k-1 back in February and our application is at NVC. We have the NVC case number(removed)I wanted to ask if we could have our application transferred to Bucharest. It is much closer geographically and it appears that the wait time Is much shorter.

In the mean time we would like to do the medical exam in Bucharest. Can you send me the list of doctors that work with the embassy doing the medical exams? I assume we just contact the doctors directly and schedule an appointment with them.

When I click through it goes to the this page to set up an account and then an interview in Bucharest.

So, has my k-1 application been transferred to Bucharest?   I wanted to transfer both the medical exam and interview to Bucharest - has this been approved?

As to your question, no, it doesn’t appear that your case is transferred. US travel docs help desk does not deal with that, it just simply changes the portal country so you can pay a fee or fill out DS-160. What you need is the Immigrant Visa Unit to state they accepted or rejected your request. Usually their emails end with @state.gov and not ustraveldocs. 
 

There’s a consulate page here on VJ for Bucharest and it has listed different a email address that does end with state.gov, perhaps you should try to reach out there:
