I would argue that marrying right away, even, is probably dangerous considering the recent K1 refusal and how it would appear down-the-road. Spending more time together and then marrying seems like the best option. From the CO's perspective, it likely seemed as if she was 'doing you a favor' by reconnecting and starting the K1 process. 

 

I'm glad to hear you are both full steam ahead on making this still work. 

we plan to get married in July.  in another neighboring country since my country is not really safe!  will it be too early in July?

I think you are evading the real issue.  Are you going to live together after marriage?  As we have told you, MARRIAGE DOES NOT SOLVE THIS PROBLEM.   When is your fiance going to come here and discuss this?

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

I would spend more time together. Maybe get married. And really show you are trying to build a life together.

Well  it looks like they are all advising you to spend more quality time, because just getting married due to the K1 denial is not going to solve the issue. The denial was attributed to you two not spending enough time together to validate a bonafide relationship between you and @Jules Joniel. 16 days together in 10 years is not sufficient.

After the wedding I be spending the entire month of jully with him and going to visited him as many time I can each time I be staying 1month or lesser

Getting married is the easy part, it doesn't really prove much to the government. Proving you can spend lots of quality time together and can actually live together is what people are suggesting you do.
