Your joint sponsor is free to send a letter to NVC and to the consulate / embassy withdrawing the I-864. 
 

If you’ve been issued an immigration visa and used it to enter the USA, it is too late.  
 

If you’ve been issued an immigration visa and haven’t used it, then you can let the visa expire and repeat the consular process without your joint sponsor.  
 

If you haven’t had your interview, you should also bring  your joint sponsor’s withdrawal letter to the interview

That is all correct, except the last part, does not require a letter.  Not a bad idea to have one, but I would ASK the Consular Officer....IF...you can be approved without the Joint Sponsor before doing ANYTHING.  If the answer is NO, then the having presented the withdrawal letter is going to assure there is no visa issued.

Facts are cheap...knowing how to use them is precious...

Changes will be made at the interview. Why remove the joint sponsor? I see no loss nor gain

Immigration journey is not: fast, for the faint at heart, easy, cheap, for the impatient nor right away. If more than 50% of this applies to you, best get off the bus.
