I know I may be premature in this but it will take time.

Will I need this from the childs dad stating she is allowed to Immigrate?

First is there such an Affadavit?

Second if not... anyone have any ideas to what the requirements are?

Each country will have a somewhat different process of "notarizing" such an affidavit. The sure way is to obtain a court order giving full custody to the immigrating parent. Short of that, a brief, to the point statement from the other parent, signed before a Notary and translated if needed will do the trick.
