Someone who is currently an employee in federal service who has been given notice that one’s job is being terminated.

Apparently for the position @Misscloud posted, yes.  
 

Presumably if there are no takers, it will be opened up to any US citizen.

My friend work for USCIS:) can’t tell much since you have to get a security clearance there. She waited to be an US citizen to apply.
