No need for re-entry permit if he plans to return within 1 year.  But considering the situation in the region, applying for the permit would be more prudent, in case his plans change while he is in Russia or is unable to return on time.  He cannot apply for one when outside the US.  If he applies for one now, he needs to stay in the US only until his biometrics appointment.  No need to wait for the permit to be issued.  It can be delivered to a US consulate abroad.
