Question about IR2 visa

Timeline

A couple questions..1) Is it faster for a US citizen to petition for their child for an IR2 visa or is approximately the same amount of time for an LPR to petition? 
2) If the parents of the child were not married at the time of the child’s birth does the father have to take a DNA test? He is listed as the father in the birth certificate.

During COVID, USC immediate relative visa categories (like IR2) were prioritized over those based on LPR petitions (like F2A).  So it's likely that the consulate now has a bigger backlog for F2A cases than IR2 cases.

The consulate has discretion to ask for DNA test, even if the father is listed on the child's birth certificate.  It depends on the circumstances of each case, not automatically required.
