The only way for her to get her will be if you file I-130 for her. Visitor Visa is quite unlikely. She was denied the renewal because she already had a father that came on a visitor visa and violated the rules and adjusted status so they will assume daughter will just do the same.

Who Qualifies as an Accompanying Relative

In the preference categories, once a U.S. citizen or resident submits an I-130 petitionfor a foreign-born relative, that person's spouse and children (unmarried, under the age of 21) will automatically be included in the immigration process (if they wish) as a so-called "derivative" beneficiary.

The U.S. petitioner needs only name them on the I-130 to start the process for them. (Eventually, however, they will have to submit their own, independent applications for an immigrant visa or green card.)

 

You forgot to highlight the most important thing in that quote -- "In the preference categories"  These are the "F" categories and are not for immediate relatives.  For the OP's case, the father is a CR1/IR1, which does not allow for derivatives.  The child would need a separate petition.

 

@AdriMtzMacias, file a I-130 for you stepdaughter as soon as possible.
