US consular refused my husband's CR1 Visa for specific reasons in 2022 now corrected and submitted. His CEAC case most recently updated with a message that read Your case was last updated *****.  Do this mean they're considering the required documents?

Generally yes.  When you see a case status update, it usually means someone is actually working on your case.  That being said, don't be surprised if the status changes multiple times between "Administrative Processing" and "Refused" (refused does not me denied), before it changes to "Issued".

The US Consular in Bogota after refused CR1 visa application and requested documents updated my husband's case literally ten times since May 31, 2022 is this a good thing?
