Sounds like Nebraska has the petition at the moment.  Of course, USCIS can transfer it at any time.

I received two notices, one from Nebraska(they received the doc's and pmt) and a second one from Texas(to log in into an uscis account). My case starts with IEO. What Center will be processing my case,?

is it IOE?  if it is everything filled online starts with IOE.

In the NOA1 (receipt notice) at the bottom left corner, you will see the service center who is processing at this time

Usually to login to uscis account detail comes from California, may be it is texas too

Mine was online received at Texas Canter and transferred to California as per Emma

When I got my receipt notice it said Potomac but then my account login said California. After I asked Emma she confirmed California. I would go with your account login service center and if you want to be for sure contact ask Emma
