(k1) Is Turkey Issuing Visas for NonResidents/ Third Country Nationals (TCN)

Timeline

Hello, my fiancé is from Morocco and lives in Turkey as a student. She is a third country national and I saw in a form that you have to be a citizen or have permanent residency in Turkey or you have to go through special steps as a Third Country National. Please help me know if this is still the case.

"Due to health and safety concerns related to the COVID-19 global pandemic, as of February 4, 2021, the U.S. Embassy in Ankara is prioritizing immigrant visa services for Turkish Citizens and Turkish residents. For Third Country Nationals (“TCNs”) who have Turkish resident permits, please email AnkaraIV@state.gov with the front and back of your Turkish resident permit so we can discuss the next steps. Unless there is a genuine humanitarian or medical emergency, the U.S. Embassy in Ankara is unable to provide visa services to TCNs who do not have Turkish resident permits"

Latest update on visa services is from April 14, 2022

it does not mention those who do not have Turkish resident permits but does say

 

While the Embassy and Consulate aim to schedule appointments and process cases as soon as practicable, there are likely to be increased wait times for completing services due to substantial backlogs.  Wait times for appointments will also be lengthy due to the pandemic.

 

Does your fiancee have the necessary 2 criminal reports from Morocco as she will need these if granted an interview in Turkey along with a criminal report from Turkey  (for interview in either Casa or Ankara)

 

From Morocco the following are needed even if she never had a DL

 

  • Police certificate (fiche anthropometrique) and English translation
  • Court record (casier judiciare) and English translation

I saw that it doesn't mention the prioritization anymore, that's good that you see that too. 

 

She needs to work on obtaining those two documents. Is there any other documents or procedures specifically for Morocco that she will need to complete or bring?

the criminal report from Ankra

and all the documents listed in the K1 instructions
