That is still a lot.  If they are being seen for cancer or something of that nature, you'd want to reconsider immigration.

Agreed.  Or an urgent care that is affiliated with a hospital.  Usually faster and cheaper than an ER, and can treat eye related stuff.

Probably MediCAL - which is California state medicaid like program.

Likely $1,000 or MORE per month per person and they would ALSO likely have a high deductible or a lot of co-pays if they are going frequently....
