How accurate are the DOS wait times for NIV Appts?

https://travel.state.gov/content/travel/en/us-visas/visa-information-resources/wait-times.html is saying the Appt wait time for all non f1/tourist visas is 14 days in my embassy, is this true given all the backlog talk i've been hearing? If so if mmy H1B Petition is approved and i filed by DS 160 tmr for example, i can get an appt 2 weeks from tomorrow?

 

Or is that website outdated?

 

On another note, do embassies keep slots open for certain visa types or is it always first come first service (aka the backlog of tourist visas will come before a h1b even tho the h1b needs to be activated by oct 1st to not have a gap in work authorization?)

They are required to update the information once a week, so it should be pretty current.  Embassies with a moderate to high non-immigrant visa workload will have different appointment blocks set aside for students and work visas, separate from tourist visas.  Smaller NIV sections usually do not.
