Bringing a Pet From Brazil to the US on a IR5. Any experiences?

Hello, 

My mother picked up her visa today! Yay. 

She has a dog that she will be bringing with her, but Brazil is in the ban list for rabies. 

However,  US citizens and Lawful Residents relocating to the US such as for employment or education with personal pets are allowed to apply for a permit in order to bring their personal pets. 

I called the CDC but all they did is read that and did not further clarify if that includes immigrant visas moving here for the first time. I even explain how an IR5 visa works. Has anyone had experience bringing their pets with an IR5? 

I already know all the steps and have been to the US CDC website, I just need to know if someone has had their pet permit approved when they had a IR5 Visa. Thanks!
