So my wife's case was updated to "Fingerprint interview was completed" and she did received a letter stating that the USCIS can use her previous biometrics so its not needed for I-751.....

 

But today she has received a biometric interview appointment letter for 11/19🤔

 

Anyone got the same problem here or is that normal?

It's normal. Fingerprints are only valid for 15 months, so more or less all ROC filers will get a bio appointment. The bio waiver letter should just be ignored as it's a very unnecessary letter, likely just an attempt from USCIS to keep all the crazies from bugging customer support for not having received a bio appointment "fast enough".

Received my biometrics letter on Saturday, 11/9. Appointment scheduled for 11/18.
