The section you quoted applIes to an I-693

The policy manual applies to DS3025 also.

on which the physician has indicated that a vaccine was contra-indicated because of pregnancy.  IF that is what was indicated on the I-693, then no further action is needed.  However, in the case of a K-1 visa, the panel physician should not have marked it this way,

Look at the bottom right of the DS3025.

The legend of BLANKET WAIVERS.

Contraindicated is included as an option for pregnant K1s.

as the vaccinations are not required for visa issuance -- it should have been indicated that the vaccinations would be completed, as needed and appropriate, in the US -- before AOS is completed (which likely would be after tbe baby was born).  It doesn't require a new medical, however -- just need to find a civil surgeon willing to complete and sign the vaccinations as complete.

That's not true at all but believe what you want.

A K1 has the option to complete the medical and the vaccines abroad and to use that completed medical for AOS by filing within one year of completing it.

Receiving a waiver due to pregnancy abroad and having a completed DS3025 is no different that any other category of AOSer who does their medical in the US on an I693 and receives a waiver.

Once a DS3025 OR I693 is marked complete and is filled out correctly, one does not have to redo it in the future no matter if situations change.
