CR1 vs K1 Philippines

Just based on my memory, I don't think either is more or less difficult than the other, particularly in the Philippines.  This is not necessarily true in other countries.  So, with that being said, I would just choose whichever is best for your situation.  We chose K1 because we didn't want to deal with the long wait for me to be able to travel back over and we didn't want to get married and then immediately be separated.  On the other hand, it would have been nice to have a wedding with her family there.  So, I would suggest considering those emotional factors along with the factual statements posted by Crazy Cat earlier.

I think that the only difference from what I have read is that the reviewers go into the K1 applications assuming that it isn't a real relationship. I have not read the same about the CR1 application, however it seems logical that both would require the same level of proof. It will likely come down to what the reviewing officer feels from meeting your fiancé/spouse & looking through the evidence that you present with your case.
