What are the chances Philippines will close their borders again after the upcoming elections?

The locals I know say the gov’t always eases up the bureaucracy, like clockwork, immediately pre-election and then reverts as soon as the election is done. It’s a running joke they claim. Anecdotal but something to think about as it relates to your question. Edit: typo

I honestly think that they will not revert back. I think most of the world is done with Covid hysteria, and in mass the populations are no longer as afraid of it.

I agree.  There is about a 5% chance that the Philippines would revert back to their past lockdowns/restrictions.  Only if a variant that had the death rate of MERS and the transmission rate of Omicron would a lockdown come back which is not in anyway tied to an election.  ALL of SE Asia is moving to less and less restrictions and at a rapid pace.  If I had plans to travel to the Philippines in May, I wouldnt even be thinking about the election as a matter of concern.  In fact, I never saw much difference living in the PI for the last 3 elections, although I do remember seeing more dead bodies on the streets in Manila in 2016/2017. :) 

The United States is now a country obsessed with the worship of its own ignorance.  Americans are proud of not knowing things.  They have reached a point where ignorance, is an actual virtue.  To reject the advice of experts is to assert autonomy, a way for Americans to insulate their increasingly fragile egos from ever being told they're wrong about anything.  It is a new Declaration of Independence: no longer do we hold these truths to be self-evident, we hold all truths to be self-evident, even the ones that arent true.  All things are knowable and every opinion on any subject is as good as any other.  The fundamental knowledge of the average American is now so low that it has crashed through the floor of "uninformed", passed "misinformed", on the way down, and now plummeting to "aggressively wrong."
