Personally, I would file the I-130 ASAP. And be completely honest during the tourist interview.  

We applied for my CR1 visa in September so it was way before I applied for the B1 visa. I'm visiting my wife in Western NY right now and will be leaving next week to return to Thailand which is where I work. The key things that they looked for were my ties outside of the US (my job) , along with our marriage certificate and a copy of my wife's passport. I was upfront about my pending CR1 application which was another document they wanted to see. 

 

Just be honest and respectful towards the consular officer. They are trained to smell BS so if you give them a hint of suspicion it will certainly count against your wife's application.
