When the Shanghai Covid police rounded up a pet of an involuntary quarantinee (who released the animal onto the street)  and beat it to death, that produced a widespread negative response.

That's awful.  Authorities everywhere have absolutely lost their minds (or seen it as an opportunity to exercise their tyrannical natures) in regard to this COVID-1984 debacle.

I loved the part about discussing compensation with the dog's owner when they come back.  Sounds like more of a threat.

Actually this seems to be a thing now in modern China.  The State routinely does evil things, and if the victim plays along, it compensates the victim.  The “Three Body a Problem” is a sci series of science fiction novels written by a Chinese author in China and in China several hundred years in the future, the State is providing compensation for nearly every minor inconvenience. Veiled sarcasm for sure.  The author insists he wasn’t writing a metaphor about modern politics.
