Filling out I-131

Hello, 

 

I am currently filling out the I-131 on behalf of someone outside of the United States. I know I will be filling out my personal information in Part 9 under Preparer's Information. I will be filling out the beneficiary information in part 2 starting at 2.a. However, I'm not sure whose information I should be placing in Part 1 (the very first page). Should I be placing my name as the preparer? or should I place the name of the person who will receive this benefit?

The I-131 form is used to apply for different kinds of travel documents.  Which are you applying for?

You indicate “on behalf of someone outside the US” therefore THE ENTIRE Form is about the Applicant ( not you). I can only assume the Applicant is asking for HUMANITARIAN PAROLE or ADVANCE PAROLE from outside US because of criminal or other inadmissibility..other options I don’t see apply
 

Listing yourself as the Preparer is a sort of trick question by USCIS because only Attorneys, DOJ Accredited Representatives and  with limited scope , Immigration Consultants should prepare forms on behalf of Applicants. 
 

I refer to the person you are helping as Applicant cause I-131 is called an Application and Beneficiaries is used for forms called Petitions ( where there is a Petitioner/ Beneficiary). Giving you a bit of vocabulary that may help you as you research  the whats/ wheres of what you are DIYing for that someone.
