That sounds right. Fill out the DS-260 and then you should be able to schedule the appointment? That's how our DCF situation went.

This happened to someone going through London recently so seems process has changed

Yes I am sure it is not an automated. They told me it was requested by the USCIS. I was actually able to file my DS260 online today.

The difference was he was approved. They did not tell us we were approved but, said we are really looking forward to see you in a few weeks and that I could even attend the last meeting with my wife.  Today when checking CEAC it says returning to NVC

Eventually approved after going through NVC, now why they have added step in I do not know. They operate in mysterious ways

Well that gives me some hope because I am fearing the worst. I wish they would have told me I was approved at the interview. Also, the embassy said the USCIS requested the I-130 through the NVC. So I really do not know whats going on.

I suspect this is not actually a DCF case.  This seems to be a USCIS filing that was processed expeditiously because of a Ukrainian beneficiary.

 My wife and I filed the I-130 at the embassy in Nicosia, Cyprus on March 24,2022. How could this be a USCIS filing? The beginning of the case number is NCS.

Now it's even more confusing why there was mention of USCIS request and returning to NVC.  By the way, every case that goes to Nicosia for visa interview will eventually get an NCS case number, whether DCF or USCIS filing.

This was the email I received when I asked what will the process be for filing locally. 

 

Both petitioner and beneficiary must appear in person for the I-130 Petition filing, the interview will be conducted by a US consular officer. During the interview the I-130 Petition fee must be paid and petitioner will submit all required documents and completed forms.

 

If the officer approves the Petition, beneficiary will be given instructions for the second step and there will be additional administrative processing.  We cannot give a timeframe of how long the processing will take.

 

Note: the beneficiary must be able to remain in the Republic of Cyprus for the duration of time it takes to process the immigrant visa application.

 

 

After we filling two weeks later I asked for an update and they told me this. 

 

The I-130 Petition is currently under administrative processing with USCIS.  Once processing is complete this office will notify you.

The London case was definitely DCF and confused me and others. Hence my comment.

I forget, not something I keep track of, 2 months ago?

They did not used to be. So probably.
