This would have possibly had an impact on immigration, not whether their child was a USC by birthright.

Sorry for your situation and the cancer diagnoses. Why don't you and the father (donor) go to Kenya? I'm sure he can donate the bone morrow there, correct?

That is congresswoman’s website, it wants you to enter a zip code to get to Case Authorization Form. See how far u can get online or email/ call the office directly. 
Your husband info and put attorney name and you as additional persons authorized to get info on case. 
If possible email them a copy of the letter attorney sent to USCIS requesting NTA, ..if copy not available no problem, just say Need Help with USCIS Field Office (;where his N-400 was denied). 
 

Congresswoman office will also get your husband to sign a USCIS Authorization Form ..

ALL of this can be done by email, and you can help your husband get it done

My condolences for the loss of your father in law. Here are some recent success stories of I-130 Humanitarian Reinstatement when Petitioner dies and beneficiary is outside US…though country conditions may have been the biggest factor in this example. 

You can reach out to the posters on behalf of your brother in law or encourage him to set up his own VJ account , in case English is a problem for him, I believe he can post in native language in a forum.
