How about the email exchange with the official? Certainly that will add to my case. She's literally the person responsible for printing my documentation and she's directly telling me I cannot get it.

Try the link I posted above... I think you should submit the information you have currently now and hope for the best but try to obtain stronger evidence explaining the actual law change not just a description on a city website (which is Gwangju and not Jongno where you got married). There should be some type of official document outlining family law related to Koreans/non Koreans and the type of certificates you're furnished with after marriage.

I didn't use the Gwangju website. I found a Ministry of Foreign Affairs website that says the same thing. So better source. 

The link says that it's for Koreans only and in person. I've been in touch with the Global Center for foreigners and they helped me to get the official to make a statement over email. 

What do you think about that? The official's statement.

So I can pay a certified translator to get the relevant section translated, but I can't pay a certified translator to get the entire law translated. It would be hundreds of dollars. 

Any recommendations on how to handle this? Will a Google Translate of the law work?

You don’t need to pay any certified translators , you just need to articulate your argument clearly as you have done in this post as it pertains to the change in law AND use the email FROM the Custodian of Records/ issuing authority PLUS reference the fact that previous I-130 was approved with same document. 
 

If you chose to translate anything,  You can use Google Translate , review it yourself and clean it up AND sign off as the translator if you are fluent or have a friend sign off. The wording is simple and https://internationaloffice.berkeley.edu/sites/default/files/translation-cert-h-tn.doc

My Congresswoman has responded to me. I'm filling out her paperwork now. 

My intention is to ask her to 1) request a supervisory review and 2) request an expedite b/c this is a legal loophole that's outside of my control. 

How does that sound to you? Anything else? Any tips for phrasing?

Document is being rejected in error by NVC , visa reciprocity does not reflect change in law , document was previously accepted by NVC . Delay is causing hardship ( if any state here)

How does this sound?

I'm going to resubmit all documentation into CEAC today.

Then I will send a request for a supervisory review through the Ask NVC inquiry form.

Then, I will ask my Congresswoman request an expedite b/c we were delayed through no fault of our own. 

If that fails, I'm going to ask her to submit a request for supervisory review, though I'm not sure if that will create a conflict if I've already requested myself. The Ask NVC wait time is just about as long as the DQ wait time so I guess it's not really going to help too much. What do you think? 

If anyone has any feedback on how to improve my chances of success, I'm all ears.

You are telling her NVC is rejecting IN ERROR….the Congressional Liason will contact NVC (;at some supervisory level ) and look at your document  ( and email from govt’t issuing authority and your translation) and you will get a response , hopefully that they recognize error and your doc accepted.

OK, thanks for that clarification. 

So it may move things along faster rather than waiting the current 75 days for NVC docs to be looked at, but it's not an expedite to the embassy. Is that right?
