OP was attempting I-131A , not I-131

I-90 not possible during pending I-751

You are doing everything possible to get your wife on the plane and boarded. Am not sure why you are not able to file/ pay the I-131 A online…as I am certain you are following instructions 
 

Maybe try :

1. Call USCIS for help on navigating the I-131 A online process 

2. Call CBP https://www.cbp.gov/travel
  at any number you can reach a human ( even try looking up CBP office in your city ) they can be very helpful 

3. Have your wife try calling the airline boarding  ( and connect to to the airport in Jordan ).

My theory at the time was it was the weekend and USCIS wasn’t operating correctly as is the norm on weekends.  It is now well into the work week and the A number is still not being accepted.

I’d call the embassy and/or the USCIS field offices in Kenya or India.

Even if she could file I-90, I see nothing in https://www.cbp.gov/sites/default/files/assets/documents/2019-Mar/2019 Carrier Information Guide - ENGLISH.pdf that would let someone with an I-90 receipt board a flight to the USA absent a physical green card.

she needs to call the US embassy in the country and report the lost card

hopefully she took a photo copy of it and has that paper tucked away 

otherwise she'll need an appointment with embassy to apply for the lost green card

she'll need a photo ID 

and this is not going to be a fast process

I tend to agree with this. It's a basic form letter. If that's is all you needed to board, everyone could print those out and hop flights to the good old USA.

You're probably correct, she'd need an i-551 stamp in her passport even if she had the receipt notice of an i-90.

My wife, is currently in Jordan and lost her GC card, is currently awaiting approval for a final determination for Form I751. Her fingerprints was taken last year and the case status is stuck at that. We received her notice of action form I797 in 2020. We haven't any updates despite the fact that her extension has expired by 4 months. 

 

I was looking at her GC and her expiration date is in 2028. Her GC type reads as IR1. I didn't know what type this was until I read a few minutes ago that visa holders with IR1 don't need to apply for remove conditions as they have none as compared to CR1 people. I am very confused now as we applied to remove it already and are in the process of removing it despite that the fact that her GC doesn't expire until 2028. What am I missing here?

Without knowing your wife’s immigration history, it’s hard to say, maybe you were issued the 10 year card by mistake. It happens sometimes when USCIS issues a 10 year card instead of the 2 year card.
