It would be beneficial to you to read the I-9 instructions and follow the advice Mike E gave.

Never show the SS card you currently have to an employer during I-9 processing.

Most employees are USA citizens and most USA citizens don’t have passports or passport cards. I’d say the List C document that most USA citizens present is a toss up between an unannotated SS card and USA birth certificate.

Also “potential” is incorrect.  Only employees need to show I-9 documents.

It’s an interesting trivia question, but not relevant to you.

I thought the only invalid SS card was that said ‘NOT VALID FOR EMPLOYMENT’?

Your current SS card is not a valid list C document.

This is a the description of a valid  list C SS card:

“Social Security Account Number card without restrictions”

Your SS card has restrictions:

VALID FOR WORK ONLY WITH DHS AUTHORIZATION

The above is a restriction.

https://www.uscis.gov/i-9-central/form-i-9-resources/handbook-for-employers-m-274/120-acceptable-documents-for-verifying-employment-authorization-and-identity/123-list-c-documents-that-establish-employment-authorization Says

Unacceptable Social Security Cards

You cannot accept a restricted Social Security card for Form I-9. If your employee presents a restricted Social Security card, ask the employee to provide a different document from List C or a document from List A. SSA issues restricted Social Security cards to individuals lawfully admitted to the United States on a temporary basis. This card shows a name and Social Security number and is stamped with one of the following restrictions:

  • “VALID FOR WORK ONLY WITH DHS AUTHORIZATION” (See example below)
  • “VALID FOR WORK ONLY WITH INS AUTHORIZATION”
  • “NOT VALID FOR EMPLOYMENT”

An under trained employer is going to read the handbook and reject you for employment after you present your restricted SS card.

Oh ok. My SS Card with valid driver license would work only if I had EAD

Unless I get the unrestricted SSC in time then I can present it?

I've NEVER been asked to show my SSN card.  I have only ever been asked to show either my visa in my passport or my greencard.  The later qualify under List A and aren't really refutable. Your social is really for the employer to send your tax witholding to the IRS.  It doesn't prove you're legally statused in the US, where as the visa, GC or US passport all demonstrate you're legally present and whether you're allowed to work.

Also, there are no guarantees someone has a DL and if they have the other List A documents, they don't need a state ID in place of a DL.

College degree for I-9? No. That is usually for credential verification.

In my situation: SS card with DL is not enough under C in the I-9 instructions because I am a PR.

I thought unrestricted SS and SS with DHS is enough to provide legal immigration?

You have the GC, case closed. Just provide that and list the SS number only( no need to show/give them the SS card), not sure why you are arguing back when you have been told multiple times GC by itself is sufficient.

we just went thru this.  My husband has been here since 2004.  never updated his SS card which was stamped not eligible for work. (just never did it)  He has had three jobs that only required the number until now.  His new employer in NYC asked for a copy of his SS card and when they saw what it said they asked him to get a new one.  🙄  Of course now it became his priority (and then he made it mine...grrrr)  the SS offices are still closed in NJ except by appointment although someone is answering the phones.  He was not allowed to get a new card by mail because they didnt know he became an American Citizen.  We called....they told us to fill out the application and mail it with his passport.  We got the passport back first..and then two weeks later the new card.  took about a month.  faster than an appointment!

I didn't update my SSN card until after I became a Citizen. Just wasn't a priority and it didn't prevent me from securing employment. I always written SSN on the paperwork and that was fine.

"Valid for work with DHS Authorization" - having a green card satisfies that authorization requirement. The annotation on ss card means noting once you have gotten your green card. It's just a number.

So show GC only to employer right?

Also, I heard some employers do re verification on I-9 few years down the road. Why? Is it because the DL gets expired?
