Seeing as you have given no details about u sister this question is unanswerable (the answer is probably  different for example if she is married with 3 kids, a husband and a powerhouse job at home vs if she is 22, single, has no job and is not at school …)

Ohh i see now. She is single, lives with parents but is working at a school in UAE and wants to come see family and go back. She has traveled to Australia etc. before covid n came back well in time of the expiry ..this is her background

As she has a B is no reason she would not be allowed to visit.
