After removing condition in September of this year, when can my husband apply for citizenship?

Assuming the AOS approval date from your timeline is his green card’s “resident since” date,

 

2020-09-14 

 

he can apply 90 days prior to 2023-09-14.  He doesn’t need to have a decision on his I-751 to apply.  He should check https://www.uscis.gov/citizenship-resource-center/learn-about-citizenship/naturalization-eligibility before he files.
