if u do do a tax return is SSA or SSI would show in the non taxable income

but at this point you don't even need to file (if this is your only income and u don't withhold any for federal taxes)

and u should get a letter form IRS to state u do not file is that's the case

but $25K is low to live on so hopefully your spouse can work and help with expenses

the income part is totally up to the CO at interview and the CO will view the totality of circumstances

remember the spouse is not eligible for medicare with u so spouse needs to work and buy health care insurance or u buy it

Yes she will buy insurance and money totally is 29,600k that is the money she is making for a year

Yes, because sponsorship is determined by the expected income of the current year (as opposed to the income on the previous year's tax return) disability, workman's compensation and Social Security can all be used to qualify to sponsor an immigrant.May 24, 2018

https://www.islawfirm.com/faq-items/can-disability-and-social-security-be-used-to-sponsor-an-immigrant-on-the-i-864-affidavit-of-support-form/#:~:text=Yes%2C because sponsorship is determined, qualify to sponsor an immigrant.

Well YES, is correct but qualification is not based on expected income of the current year.  Current income is what will be earned or received in benefits for the 12 months following the date you state your income.  For social security retirement or disability income that WOULD BE the same as what will be received this year unless it's November, when you already know the COLA increase for next year.

There are no "current year" questions on any forms.  Words mean things.  Best to carefully choose them.

Note that SSI cannot be used.  It's temporary welfare.

Do we have to explain she never have to pay taxes on the SSA 1099

If you do a tax return, on your 1040, the untaxable portion of the SSA (probably 100% if she's only earning $25,000) will not be included in your total income, making your total income appear much less than it actually is. I included a note explaining this. I'm not sure the note was necessary but, just in case the CO didn't understand, it seemed like a good idea to include it. We had no problems at all.

The note is not necessary, but current income does not come from a tax return.  You document current income with pay stubs and/or declaration letters from pensions, SS, etc.

Even though you might meet the monetary threshold. It's still always determined by the CO. I would not want to put my neck out there too many factors to consider.

You good to go , the letter from SS ( every year ) that shows what spouse gets  ($30k )  on household of 2) is green light even if she does not file tax returns. If you get pushback at any stage , say real loud “ Non taxable, Life Time / Age SS benefits “.

Good luck

That's all good but 30k is marginal.  Meeting a minimum requirement is not any guarantee of success, even for the public charge concern.  Totality of circumstances is the KING here.  We don't know enough from this topic to have a clue about totality of circumstances.  Ghana is ultra high fraud for US immigration.  Lot's of scrutiny of all aspects of totality of circumstances apply to applicants from there.
