You think this is the first time two people combined households at the last minute and tried to pull this off?

Rules are for established households, not households thrown together for this purpose.

If the sister truly is living with the petitioner, then the first question is whether the sister's current income is sufficient for her household of 3, as a stand alone joint sponsor.  Her stand alone household is herself, her child, and the intending immigrant.  If she qualifies alone, there is no need to combine income with the petitioner, even IF she's living in the same house.  If she qualifies stand alone, she provides an I-864, not I-864a and no need to combine income.

 

If sister's current income is not efficient to stand alone, then the I-864a can be used to combine her income with the petitioner.  The combined income needs to be sufficient for the total household size, which would be 3, plus the petitioner and any dependents of the petitioner.  Petitioner's spouse is part of the initial count of 3.

 

If the sister really doesn't live with the petitioner, (I'm talking about actual fact, not addresses shown on documents.) then she is NOT  a household member at all.  Consular Officers are trained to see through contrived evidence or documents.

Current annual income is calculated as:

Most recent pay period gross income multiplied times the number of pay periods per year = current annual income.

Example:  Last week's pay stub shows gross income of $1000.00

CURRENT ANNUAL INCOME = $52,000.00

 

Maybe you don't even need a joint sponsor.

So if I just started working full time at my second job making more money I would calculate my weekly income multiplied by 52 (since there are 52 weeks in a year)

Yes, if you are paid weekly.  If paid every two weeks then X 26, twice a month, X24, or monthly, X12.  Simple stuff.
