I need some urgent advise.

Background: My mom applied for my two sisters based on F3 category. Mom passed away on 3/20/2022 and now i am looking for some advise on how to proceed below cases.

Please note that in both below cases, my role is a household member providing financial support.

Both cases are Consular Processing.

Sister#1:

Priority date: 6/23/2008.

Approval date: 9/28/2008.

Visa availability: current.

Petitioner/Primary Sponsor: Mom (now deceased).

Household member: Myself.

Case in CEAS: Documentarily qualified 4/28/2021. Waiting for interview date.

Sister#2:

Priority date: 1/26/2009.

Approval date: 02/04/2010.

Visa availability: Not available (F3 is currently 22Nov2008).

Petitioner/Primary Sponsor: Mom (now deceased).

Case in CEAS: She has received case# and invoiceID# last year. Currently sister is in process of submitting visa application and supporting documents. I864 not submitted yet since mom passed away. Fees have already been paid.

So based on above information, i am looking to get some advise and trying to find out how should we proceed.

Thanks

Unfortunately in your sisters cases, sec204 (l) does not apply , because they lived outside the US.at the time of Mom/ Petitioners death. ..and what you may have read about Qualifying Substitute Sponsor will not help. The only recourse is attempting humanitarian reinstatement of the Petitions ( approvals are are scarce as unicorns).
I included a link to a recent easy read advisory.
