USEM Interview slots open IR1/CR1

I called NVC and was advised to go ahead and submit expedite, even though we've already been DQ for IR1 for over 3 months now. 

The agent said that the Manila embassy was not processing "routine" visas.  Is the IR1 considered "routine"?

Approved expedites, Reschedules due to incomplete, prolonged medicals or cancelled interviews due to pandemic.  Basically, for those at USEM stage where status is "Ready"  >> https://ceac.state.gov/CEACStatTracker/Status.aspx
For DQ, you will know estimate of regular processing at https://ph.usembassy.gov/visas/contactus/ under Visa Operations Update.

It is still at NVC.  But I'm expecting that should change soon.

So it seems like they are moving at a somewhat regular pace.

However there is no accounting for how many of these were expedited and how many were not.

Anecdotally, I saw that a couple of people reported that they got their interview in March when their DQ was in November.

So I think we should get our Interview Letter any day now without initiating the headache process of an expedite.

I don't want to have to worry about watching carefully for interview slots.

I'm trying to sort out the data.  On average, speaking of those folks who are scheduled for an interview this week, when were they DQ'd?  What is the IR-1/CR-1 spousal visa interview appointment wait time?  Thanks.
