During mother exams doctor asked if my mom used to drive in the US, is this a normal question? What the?

My mother already had her interview and everything went very well, the consular officer took my mother’s passport and congratulated my mom. Did not say she was approved because she still had the medical exam to do.  Long story short , mom overstayed her visa 12 years ago and now she reapplied and everything went well in her interview. During the medical exam the doctor asked if she use to drive in the US. Why would he want to know this? During her first US stay she did apply and took the first half of the driving test

( written) , but she never did the other half and she was never able to drive in the US.  Could this cause a problem? She said no, because after taking the initial test she never went back to take the other half and she was always so afraid to drive. But after the exam she was freaking out a little because she remembered she had taken the test 20 years ago.
