When https://www.uscis.gov/citizenship-resource-center/learn-about-citizenship/naturalization-eligibility says you can.

You have awhile.  LPR married to USC spouse is eligible to apply after being a resident (a well-behaved one) after three years.

I AM ON A GREEN CARD AND HAVE BEEN IN THE STATE FOR 2YEARS AND 6MONTHS NOW. PLEASE HOW DO I PROCEED WITH MY US CITIZENSHIP AND WHEN CAN I START FILLING FOR MY US CITIZENSHIP?

What is the resident since date on your Green Card?

Are you going to file based on marriage to US citizen or under 5 year rule?

Go to USCIS site for N400 online application.

 

It will lead you through a series of questions, at the end of which it will let you know if you qualify or not.

I just submitted my N400 formed and paid 710 $
