Yes it is

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

But if we are called for the visa interview in our f2b category which is current now..should we wait for the notification? instead of applying for a tourist visa? Sorry to ask this, we just misses our mom and she wants to meet her grand child too😁

What years and months did your mother file I-130 for each of you?

What is your Chargeability area: China, India, Mexico, Philippines, or rest of world (RoW)?

Btw, we just thought of that now of applying a tourist visa even just for a month if luckily we are allowed, coz my step dad is quite sickly already. They used to travel to visit us but when pandemic arrived, it is quite difficult for them to visit us here. And my daughter means a lot to my step dad and hopefully in God's name he will have a longer life for them to meet.

Our chargeability is Philippines and my mom filed our I-130 was Dec. 29,2009

Per https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2022/visa-bulletin-for-april-2022.html F2B Philippines Final Action and Priority dates are, respectively: 22OCT11 and 01OCT13

In other words immigration visas are immediately available to you.  Others who were behind you in line are getting immigration visas.  You should find out why your case is not in the NVC and move forward with your immigration visas.

I am certain you will not not be issued visitor visas and if so, I am certain CBP will deny entry.
