I worked abroad in Costa Rica while waiting for our I-130 to be approved.  It was approved in May 2021 and I moved back to the USA in August 2021.  Therefore, all my income from the previous 3 years was foreign.  I filed taxes, showed all my foreign income, yet the NVC repeatedly is asking for me to submit my W2's or 1099's from 2020.  I don't have those.  I had submitted pay stubs from Costa Rica (with translations), as well as my current pay stubs from the USA with a note explaining that my income from 2020 was foreign.  They suggested adding a co-sponsor, which I did in December 2021. However, they asked for my W2 again yesterday.  Today I submitted my 2021 W2 from August-December, but not sure that will suffice.

Any ideas what I could submit that will appease them so they stop asking for my W2 that doesn't exist?

Call them.  You could also submit just a letter telling them the W2's don't exist and why.

I called them.  She didn't seem to have an answer to give me.  I wrote comments on every financial document I submitted explaining why I don't have W2's.

I'm asking my Costa Rican employer to write me a letter to see if that helps.

NVC understands W2s are a USA thing.  Not sure why they aren't understanding and solving the issue.  I would ask for a supervisor.
