If I am to take a wild guess and take that with a grain of salt. The embassy might have found something they did not like in your previous applications, maybe visit visa application that does not line up with the I-130 info since you are now DQed so they probably reviewed your immigration file by now including previous applications. Did you declare  that someone petitioned for you in your Ds160? Did you declare you have parents in the USA when you filed the DS160?

I have my family there; I am waiting for a F3 visa so it is not anything that I want/can hide.

If OP is Canadian OP doesn’t do ESTA.  
 

I am Canadian.  While ESTA started after I got my green card I can assure you that every one of my Canadian relatives, friends, and associates have no clue what ESTA is.  
 

Visa exempt is not the same as visa waived.

I never hadd an interview with them; but am trying to reach out.

That probably explains it then.  Though I do know Canadians born in Iran who have visited the USA multiple times successfully.  
 

Apply for a B-1/B-2 visa.  
 

btw I believe your F-3 category will be granted on the basis of your country of birth or original citizenship and not Canada.  It doesn’t make any difference today given the current visa bulletin but I could imagine it making a difference in the future.

Have you visited the USA multiple times as Canadian citizen, presenting a Canadian passport to the airline and CBP?

I did, since 2010, I have visited several times as canadian

Interesting.  So it’s either combination something to with your country of origin, your DS-160 and I-130, or misunderstanding about your ability to adjust status on an F3 category.  A B-1/B-2 visa appointment would get closure.
